The World Bank to Provide a USD 110 Million Loan to Armenia to Support the Universal Health Coverage Program

The World Bank's Board of Executive Directors has approved a USD 110 million loan (equivalent to approximately EUR 102 million) to support the Strengthening Universal Health Coverage Program in Armenia. The operation aims to improve the quality of primary health care, ensure equitable access to health services across the country, and enhance the efficiency of public health expenditure. It also supports the implementation of the Armenian Government’s 2021–2026 Five-Year Action Plan and is aligned with the country's national health system development strategy.

Although Armenia has made significant progress in maternal and child health over recent decades, non-communicable diseases remain the leading cause of death and illness. Limited public spending on healthcare and inefficiencies within the health system contribute to high healthcare costs, resulting in substantial out-of-pocket expenses for patients. In 2021, these direct payments accounted for 81.4% of Armenia’s total health expenditure, one of the highest proportions in the world.
